why does nascar use pure nitrogen in tires?

Moisture control. That's not an issue with tires that are not rated for track use. And I believe it is not a nascar requirement, but up to each individual team. Goodyear, for example, recommends dry air. Nascar does have a requirement of tires with an inner liner with a separate air supply on some tracks.

What is good for the racetrack is not always good for the road. If it were you'd be driving around on near slicks for better traction (as long as it is dry).
