It's reasonable to interpret it that way when you juxtapose your opponent and "Syrian and Iranian surrogates" in the same paragraph.

I disagree. I would agree if there was an abundance of examples of the use of surrogates for surreptitious attacks from which to choose, but I can't think of a single one. Now, I recognize that I have reached the age where the inability of my brain to come up with a single one doesn't mean that there aren't any, but it still means that there isn't an abundance.

The use of surrogates to attack is one of the uglier aspects of current politics and it is fair to condemn politicians for using them. Criticizing the example of surrogate use could as easily be an intentional diversion as the original example an attempt to smear with the Hezbollah association. One is no prettier than the other.
