The rules a majority (or oligarchy, or dictatorship, or whatever) decides to inflict on a minority are (imo) inherently coercive, but that's the price you pay for living with other people.

I don't think it much matters who inflicts the rules. Does it make a rule any less binding or coercive because it was inflicted on you by a majority of your neighbors, rather than a dictator? I think not. But that's me.
