It's a PR contest between the Sunni militia groups and the Shi'a militia groups --- each striving to out do each other in opposition to Israel, to win popular approval. On a larger tapestry the competition between the Sunni and the Shiite branches of Islam plays out throughout the Islamic world. The civil war in Iraq being but one portion of the conflict.
