Let's get back to the idea of a government sponsored initiative to reduce oil consumption by supporting R&D and the development of whatever infrastructures are necessary to ensure efficient distribution. I don't see how a bunch of competing companies, each trying to meet their numbers for the next quarter, are going to accomplish that kind of long term goal efficiently.

Right now we have a government sponsored initiative to corral all the oil resources. This has caused the price of oil to triple since the announcement of the Iraqi invasion. This is great for oil companies, because demand continues to rise even in the face of increased prices. So even if we cut back to half the consumption of oil, their profits will still be better than in 2003.

It is amazing what a government sponsored initiative can accomplish, isn't it?
