I could use this same logic to outlaw liquor sales except in licensed bars, or tobacco sales.....we know both practices are harmful to the health of a segment of the population, thereby increasing taxpayer expense. Alchohol and alcohol related costs are enormous.

Should we go back to criminalizing booze and nicotine?
