If a new, more efficent "cell" can be produced at the SAME manufacturing cost, you have REDUCED the COST/WATT ratio.

Assign a COST of $10.

Old cell produces 2.0W output. Cost/Watt is then 5.

New "cell" (cluster of cells, basic building block, whatever you want to call it) now produces 2.2W
Cost/Watt is now 4.54

Now if you can produce that new cell more cheaply, you further reduce the COST/WATT ratio.
