They were hanging around to protect their country against the fourth Israeli ground invasion of their country, which they correctly foresaw.

Pretty easy to foresee that it will eventually happen seeing as they are providing the provocation.

The easier way to protect their country against a fourth Israeli ground invasion would have been to not hang around the border with a lot of armaments and to not attack Israel.

1559 is preceded by other resolutions which instruct Israel to leave Shebaa Farms, the Golan Heights, the West Bank, and Gaza. Israel has not left any of these.

Shebaa Farms and the Golan Heights would have to be arranged by a peace treaty with Syria. Israel did leave the Gaza, and part of the West Bank until it was attacked from those areas.
