I got sucked into reading about this as well.

This Leo Wanta, an American, claims to be appointed as the Ambassador from Somalia (allegedly the new Al Quaeda wonderland) to Switzerland & Canada - a post I could probably arrange for myself for small fee, given the state of affairs in Somalia - and particularly if I were in the money laundering business.

Wanta sounds like a scam artist who might have been put on the title of a CIA front company. Now he claims the assets were real and actually belong to himself.

There's a lot of crazy people in the world.

I used to have a checking account titled with "my name - Special Account" at Crocker Bank in San Francisco. Although the account had zero funds in it, any check I wrote - even for really large amounts - was covered by a transfer from Chevron.

I used the account to settle damage claims involving Chevron. If I were a crazy person I could have claimed the account was actually mine - after all, it was in my name - and written some fancy checks. If I had, I'm sure I would have traded my job for a prison cell.
