No, it isn't new. They are targeting the enemy. Europeans occupied by the Nazis would easily have gone to Berlin, if they could, and blasted civilian Germans to kingdom come. These were the same Germans that supported Hitler and the Nazis, the ones that took their land, brought misery upon them and killed their own. What do you think the Dresden firebombing was all about??
