Hizbullah HQ was in Beirut. The main roads and air terminals were in Beirut. Did Hizbullah use them? Of course.
Now, the Sunnis of Beirut may have considered that it was no skin off their nose when Hizbullah amassed over 10,000 rockets, refused to disarm, and routinely committed acts of war against Israel. If so, they are being given reasons to reconsider.
Countries that commit acts of war against their neighbors may get a war back in return. That IS international law. Countries don't get to say, hey, it's just a militia, nothing to do with me, they just happen to be in my territory. If they are hosting them, they are responsible. If they are too weak to do anything, then they are a failed state. If they just pretend to be too weak, then they are accomplices.
Either way, if you give a free pass to aggression just because it comes from so-called "non-state" actors, then you have just ensured the success of the technique - and you will get LOTS more of it.
