It's way too complex for you. "Declare" is what they are constitutionally required to do; "approve" would take some balls; "authorize" is a pass of their responsibility to another branch of government.

What do you think? Is it a good thing that in modern times congress has abdicated their constitutional responsibility to declare war? Wouldn't you feel for comfortable if there was a war check on the executive?
