You see no difference between tactical strikes against terorists wearing no uniforms and homicide bombers targeting only civilians ?

Has anyone told you yet that the phrase 'homicide bomber' is redundant? If you believe "suicide bomber" confers some kind of sympathy on that person, then just say bomber....unless you want to sound like a high school dropout....
