The middle class has indeed benefited from the tax cut, both directly in terms of paying lower rates, and indirectly from its positive effect on the economy. Quite a few of them have also benefited directly or indirectly from the extra spending, but the net total effect of that is negative.

In his final year Clinton delivered a 225 billion surplus.

Clinton had something of an economic bubble bringing in extra revenue. He also had a congress more concerned about limiting spending than any since and any for a long time before. He also had the opportunity to greatly draw down the military after the end of the cold war which saved a lot of money. He probably drew it down too much (witness all the claims that we should have had a larger force in Iraq).

Also he didn't deliver a surplus. The national debt didn't decrease by $225 billion in any year under Clinton, and the net balance of assets vs. future obligations became worse every year (yes it has become worse at a faster rate under Bush, but Clinton didn't have a real surplus).
