Was that not the era of Gingrich's Contract with America, when (with Clinton's cooperation) welfare excesses were trimmed. Clinton's drastic downsizing of the US military was foolish. According to USA Today's budget analyst, the Clinton Adm used a different auditing method to arrive at the fictitious surplus numbers. He stated there was really a deficit after those 8yrs.

He also had the opportunity to greatly draw down the military after the end of the cold war which saved a lot of money. He probably drew it down too much (witness all the claims that we should have had a larger force in Iraq).<<
