Was that not the era of Gingrich's Contract with America, when (with Clinton's cooperation) welfare excesses were trimmed. Clinton's drastic downsizing of the US military was foolish. According to USA Today's budget analyst, the Clinton Adm used a different auditing method to arrive at the fictitious surplus numbers.
