I;m not sure about that, though. When we had children, we were firm believers in public school education, but when we attempted to use the Dallas ISD, we found it unacceptable. We took some grief for our decision to move to private schools from people who thought we should stick it out and fight for improvements, but we were unwilling to sacrifice our children for that. We eventually did move to an excellent suburb and use public schools again.
I don't think a sufficient number of parents will be willing to intentionally choose a difficult lifestyle for their own children to prove points. More likely that they will leave the decision to the fates, if anything.
Look at the congressional kids who go to private schools on both sides of the aisle.
