What act of war did Kuwait commit against Iraq?

None.

Saddam disliked having coupled oil fields pumped down by lots of wells just across the border from his own Basra fields. Kuwait of course had the head start in terms of productive wells, so Saddam either had to get them to limit production in the short term, or out compete them by sinking a lot more wells on his side. A race to the bottom as it were. A peaceful person would of course, sink more wells. However, I doubt our Pres (or any US Pres) would rule out war if either Mexico or Canada, failed to negotiate an acceptable compromise on such a strategic natural resource, where clearly their behavior amounted to stealing. But perhaps I misjudge our nations leaders.
