No, its the exact opposite of that. If the US and the UN where one and the same organization my points would be invalid.

The US waged the war, the US set the terms of the cease fire, and the US imposed the cease fire. If the US was the same as, or subservient to the UN than UN approval would be required to deal with any cease fire violation, but it isn't so it wasn't.
