Lebanon has hardly been a shining light of peace. "Since 1990" only deals with the last 16 years. Before that they had a major civil war and also smaller conflicts.

Sure, but the chance for long term peace in Lebanon, both between the various Lebanese groups and between Lebanon and its neighbors, is much higher than if one of the Lebanese groups had gotten control of the country, and declares Lebanon to the Druze-homeland, or somesuch thing.

I'm not saying peace in a multi-ethnic country is easy, just that it is more likely (over the long term) than the situation where one of the groups seizes power and acts in its interest and against the wishes of those not in power. The excluded group tends to just get bad and blow stuff up.
