The WSJ did a Y2K piece on me back on 8/25/95. For the piece you're refering to, I was asked for my comments on what Bob Bemer is proposing to bring to the table.

As in most (all?) things Y2K & SI, opinions tend to fall at the extremes... either it (pick your stock, solution, company, whatever) is totally wonderful & magical or it's a total fraud. I tend to think of myself as a more middle-of-the-road sort of fellow & prefer to tackle problems from the "appropriate tool/technique/attitude for the appropriate problem." approach.

Bemer's "solution" (all solutions are partial & relative in the Y2K puzzle) has some interesting technical merits that have definitely been overlooked in more classic approaches & potential demerits. It'll depend on how people attempt to apply it. If they think they can pour 100M LoC thru a magic meatgrinder in November 1999 & not have to test anything, they're going to be sore disappointed.

Will it work? Probably in some situations & not in others... just like all the other tools & approaches on the market.

Ya gotta remember that most folks looking at/for Y2K silver bullets can't tell the difference between a garden trowel & a bulldozer (they both move dirt, right?).
