I don't think so.
Cheney didn't really have control over the CIA and so could not track something like that and keep it known only to the neocon insiders. This "New Pearl Harbor" really only involves a small group, it's just that Cheney handpicked each one for a critical leadership role in various departments. Mossad could do the actual tracking. Cheney's plans were flexible, they gave Junior a 30 day vacation to mull over stem cells and sent Condi down to babysit him.

Of course word was getting out to the CIA, and they were practicly setting their hair on fire to get Bush Jr. to notice that Bin Laden was determined to attack within the U.S. Ashcroft knew something involving hijackings was up and refused to fly on commercial planes. Cheney knew he could count on Junior's intellectual laziness to get back on his bike and off the subject.

The neocons were more established in Israel, comeing to power with the assisination of Rabin and Sharon's famous walk on top of the wailing wall. They needed the power the U.S. military to actually launch attacks in the area, and so they just had to make sure that peace didn't break out for the 5 years until they got Cheney in place with a puppet President.
