What that is referring to is that AMD evolves their transistors so that when the transition from 90nm to 65nm occurs, there isn't a significant difference between the transistors. So the final 90nm transistors are the same as the first 65nm ones. So the transition to 65nm means that the chip shrinks and that is all.
