You know this, how? We do know that we have picked up people based on a common name, had them ER'd to a country that tortures as part of their interrogation procedures, realized our mistake and dumped them in various other countries to make their way back home. So mistakes happen and we aren't particularly good at even admitting they happened. So your statement about no innocent victims is suspect on a number of grounds.
