It may have been enabled by California's regulations, but that doesn't absolve Enron of responsibility for their proven price manipulation, creation of artificial shortages, and yes, price gouging in the classic sense of the phrase.

By the way, the process of deregulating the electric utilities in California was begun in 1992, and the energy deregulation laws were passed in 1996, and signed by Republican Governor Pete Wilson. Can't just blame the democrats for that one.
