Where and when did PJ say that? He was probably just acknowledging that they could return to the status quo ex ante. I.e. they weren't charging royalties before. But this also probably assumes a license fee that Nokia finds unacceptable anyway. Maybe not good poker, but may be good negotiation. I.e. unless there is a place that both want to go then they won't get there.
