If you are trying to establish plants, roundup is a good way to kill of what is there so the new seeds can germinate. I works well on my gravel drive. I rounduped a garden that had become overgrown with weeds; when everything died, I planted perrennials and the picked many weeds that germinated after I stared watering. Without the roundup, it would not look half as good now.

Pre-emergants prevent seed germination and most new shoots from sprouting. They last as long as they last, they you re-apply or you pick the resulting weeds. In the Great Plains turf grass treatment is generally only required once per year, but my yard got out of hand last year. I am now paying for it.
