The first WTC bombing resulted in arrests and imprisonment. Executing the Blind Shiek or whomever was probably not an option legally. According to those who understahnd Osama's thinking, the reason for 9-11 was that Bush Sr. secretly left US military bases in Saudi Arabia after the Gulf War. Osama and his loonies felt that was insulting their holy land. So perhaps blaming Bush was in Osama's mind and the Bush son coming to power infuriated him even more. Who knows? The fact is though that at least CLinton had a anti Al Qaida operation which stopped a major bombing and killed some terrorists. Before 9-11 Bush disbanded all of that and had nothing. Also the 8-6-01 warning was pretty dire. Imminent attacks by Al Qaida inside the US maybe using hijackings. At least that required some kind of terrorist alert. But nothing was done.
