WTC-7 was an exception. It wasn't even hit by a plane.
Scratch that one deep enough and you will find insurance fraud. I belive Larry Silverstein is quoted as saying the building was intentionally brought down by the NYFD.

I believe the administration is intentionally being vague, confusing, and contradictory on the information released. Silverstein is no big help either. It is part of the scheme to propel investigations past the actual events. Think of it as an intellectual ju-jitsu move.

Perhaps a better analogy is a magic trick. Cheney wants you to look at this compelling and vivid picture, and miss the real crime.
