I don't think Cheney knew what they were going to hit for sure. All inidications are that they only knew a hijacking was in the plans. That was enough for them to launch a war against Iraq. Heck! the 9/11 scenario meant they had to waste a few resources in Afganistan too. The real point is that Cheney and the neocons were willing to let Americans die to create a "New Pearl Harbor" atmosphere in which they could carry out their mid-east plans. TP
