No, the two wars were very different. One was the result of an unproved (apparently) attack on an ally threatening our oil supply. The response was organized to cost bthe US nothing, involve every major ally including many Arab countries and be over ASAP. The second involved almost no allies, 100% cost to the USA, was unprovoked, was justfied by totally dishonest faked evidence and involved almost no diuplomacy of careful planning. See the different results of the two attacks on Saddam. One was arguably righteous. The other was totally wrong and self-defeating.
