No I think you are wrong. Choices are limited when times get rough - they do not expand.

They will have to take action to survive, even if it means going to Wal Mart and buying everything off the shelf.

I was in hawaii in the early 80's - on a military base - schofield barracks - surrounded by trained soldiers who liked to kill and shoot things. Hurricane Iwa hit - knocked out lights and power - not so bad - hawaii's weather is nice - but all the water was polluted and no power to run the water cleaning systems I guess - water stopped coming to the houses - everyone raced to the base exchange and got what little water was left - that was all drank up in a couple days - people started thirsting to death - men that were best friends for decades started bickering and fighting - chaos was growing - they moved in the water trucks - water was rationed out for 3 weeks - order was restored - you didn't have a choice - you got your daily allotment of water - if the water trucks hadn't moved in people would have died - and wether you had gold or not wouldn't have mattered.

Before their neighbor decides to do the same thing.

Didn't matter who got to the base exchange before the hurricane first - after a few days everyone was thirsting to death. All the water was gone - people couldn't bathe, couldn't flush toilets - couldn't drink - best friends were on the verge of killing each other - none were walking to the beach using survivalist methods or solar distillation to get clean water - waited on army to bring in water trucks and take their doled out rations - people are sheep - they will thirst to death waiting on the gubbment to save them before they save themselves - it was proven to me. Many people could have left new orleans - they waited to be saved and died. Sometimes running to walmart before you neighbor is just not enough.
