1. You cannot pump anything directly from the tar sands. You either dig them up and cook the mixture of clay, sand, and bitumen to get the tar out--or you pump steam deep underground and melt the bitumen. Or you can use a "diluent"--a lighter oil--to dissolve the tar and make it possible to pump.

2. Costs have dropped steadily over the years, but to produce oil from the tar sands still costs about $25 a barrel, possibly somewhat less in recent months with cheaper natural gas.
