They just recently emerged from a L-O-N-G nightmare of a civil war --- (so I guess they aren't anymore 'passive' then anyone else, eh?) --- and then helped force the Syrians and their army out. As far as 'defenseless'... there are lots of guns all over the place... but that begs the question: The dominant military power occupying the place was the SYRIAN Army (& their torturing, car bombing intelligence services), and the Israeli Army occupying (until 6 years ago, but for 18 long years) the south of Lebanon. Blaming the 'ordinary' Lebanese citizen for what happened in that place would be like holding the Poles 'responsible' for whatever the occupying SOVIET ARMY was up to.
