What is/was the Phoenix Fund? re: local advantages - See my comments on real estate in China. As you know the BIble says that you can't charge interest to your brother/neighbor etc. Of course you can charge it to foreigners i.e members of a different religion. Christians often used to follow this too so they borrowed money from Jews in Europe. In Israel the Rabbis give out "dispensations" for lending for commercial purposes. It's called "heter ribit". Muslims are stricter and only believe in equity investment.
