If a Hezbollah rocket slams into an Israeli town with a weapons factory, should we count that as an attack on civilians or on a military site?

Considering that at range they can't hope to hit anything smaller than the town you could say the attack is indiscriminate. Yes if they reign rockets down on all of Northern Israel they might hit something of strategic significance but I don't think that this fact is enough to consider the attack to even possibly be aimed at a military target.

There are towns and villages around Israeli military bases and arms factories. There are also towns around many American military bases and most arms factories are located in the vicinity of at least a town, not all by themselves miles from anything. And Israel is much smaller than the US. That isn't "cowardly blending" its the natural consequence of soldiers living off base, and people selling things to soldiers (on or off base), and to the people who move there to sell things or provide services to the soldiers etc. Also the civilians and military are not right on top of each other during war time. The civilians are sent to shelters because the Israeli government wants them to live, while the Hezbollah wants civilians on both sides to die. If Israeli civilians die they can claim success, and hurt Israel. If Lebanese civilians die because Hezbollah is in effect using them as human shield then Hezbollah spreads anger and resentment towards Israel.
