How come auto sales were reported as higher than 1.4% in July in the retail sales report and this article claims that sales declined by 17% in July:

"Even as total U.S. auto sales dropped 17 percent for the month, international nameplate autos continued their charge in July, rising as a group 1.7 percent over the same period last year."
