The reason this phrase generates so much acrimony is that it co-joins two separate parts of our fight against the Muslim Jihadists.

The first part is direct action against non-state actors such as Al Qaeda. There we use police action plus forensic accountants. The police action is using Intel to find, fix, and nullify terrorists. The forensic accounting action is to find and nullify money sources for them. You just saw an example of the police action in Britain. We have been very successful in the forensic accounting area by having the Treasury department tell banks they will be frozen out of the world banking system if they do business with terrorist groups.

The second part is direct action against state actors such as Iran, Syria, and Saddam in Iraq. They attack us by supporting non-state groups with sanctuary and money, such as Hezbollah. They also are capable of directly attacking us, such as our present undeclared war with Iran that is going on in Iraq.

When they are not fighting us, they fight each other. But when they face us, the separate fingers of each Muslim faction clench together into a fist to be used against us.

So when you see us take action against an Muslim country, the cry comes up of "that isn't stopping terrorism." But it is really all a part of the whole of the long war we are in.
