You're so naive. In war you have to take into account the fact that the other side gets to make decisions too. Every time one side in a conflict gets better, the other side responds. Put on your thinking cap and think about what Al Qaeda should do to make its plots harder to discover.

That's right. Al Qaeda isn't any more stupid than you are and they also know that the way you avoid compromising secret plots is by using the same traditional methods of spycraft that have been known and used for decades in the West. It is simply a matter of time before they start organizing in a way that is more difficult for Western police forces to penetrate.

Already, you see examples of this in Hezbollah's resistance to the Israelis. Where the Palestinians make their membership open, Hezbollah keeps everything secret. No one knows who is Hezbollah and who is not and it becomes much more difficult for Israel to penetrate the organization.
