Actually, no. If the universe didnt have quanta in measurement units, then indeed the arrow would never hit the wall. But physics has shown us that there are distinct distances under which no division is possible- ie the "planck limit"

When you get down small enough, particles "jump" from one spot to the next, without going through the distance between.
