Show me where anything in that article indicates that the President has the authority to MAKE LAWS?

What you're talking about is the Executive branch applying National Security interpretations to US law.

And that's a BIG DIFFERENCE.

No matter how much you want to reject reality, Congress STILL remains the law-making body in the US government.
