More likely going to be used by a cell to make untraceable calls overseas now that the NYT let people know the NSA can listen to calls overseas. Use it once and throw it away and use another for the next call - though the call itself could be monitored, it couldn't be traced to anyone in this country. That fits with them throwing away the chargers.

Just in case they could somehow trace it to the individual phone sold in a particular place (which may not be possible, but do they know that?), buying them at stores in the boonies for cash would make it hard to trace to the purchaser. If they were just going to resell them at a profit to people unable to get to a walmart, why not buy them all at one Sams in ones home town?
