First of all... which 'teacher's union' are you talking about?
I don't claim to know much about this... but there APPEAR to be SEVERAL: NEA - National Education Association, American Federation of Teachers, etc....
Secondly, just looking for one of them, searching on the NEA site, for the States you mentioned, I see:
