How about the "Half-hearted and Fitful Disapproval of Religious Militancy Broadly Speaking?"

At least the bureaucrats could rally around that one.

Or we could broaden it even further to all religion in general, so we aren't singling out just the militants.

And leave out the part about disapproval, so we won't imply any value judgements. We could substitute "response to" instead, or even "taking note of" if "response" seems too harsh.
