Wars are always fought with expectations, and when the participants fail to achieve their expectations, the weaker participant always declares victory

Like I said, that means that anything less than the complete rout of the Six Day War, which not even the Arabs could spin as a victory, will be proclaimed an Arab victory.

That still doesn't mean that a) losing territory b) losing your long range missiles c) losing perhaps 3 or 4 times Israeli casualties d) having 25% of your country badly damaged while causing little harm to the enemy would, by any normal military reckoning, be accounted a victory.
