I'm coming around. It could conceivably be that the Walmart $20 phones were simply enough of a bargain that someone was acquiring them for resale overseas. OTOH it could also be that someone was acquiring them for use by a terror cell for communications or use in explosives.

And its possible these guys doing the buying don't even know where they're going or why or what they'll be used for - they could be stooges for someone with money telling them I'll take all of these you guys can get. Whatever, they need to be investigated up down and sideways.
