To everyone at a reasonable market rate. The price might be higher but the main effect of that would be to discourage junk mail.

As for private schools, in some cases those with the worst problems and difficulties are sent to private schools, and there is no reason why private institutions could not provide the same services to the rest.

Subsidized "universal" education does not require public schools.
