Taking money from person A by force and giving it to person B, isn't creating a good or even really a service. It doesn't create wealth it just redistributes it.

The velocity of money in the economy may increase but you just has more rapidly moving money chasing the same amount of goods and services. The main effect is to discourage investment in favor of consumption. The US hardly needs the government to provide a continual boost to consumption.
