The basic problem still exists. The compound still doesn't explode or project itself or otherwise "cut" steel. It just gets very very hot and then melts and flows wherever gravity takes it. It must be confined in molds and forms if it is going to stay in the same place long enough to transfer that energy to the steel.

I managed to find a picture of of just such a form for cutting beams.


It gives you a perspective of just how much material is needed and the attachment method. It looks like they clamp it pretty tight.
