Re: Or did they maybe wait until initial samples tested out properly before announcing the tape-out? Perhaps they were waiting for confirmation of the performance characteristics of their multi-strained 65nm SOI process before finalizing the tape-out. I don't think they could have done the tape out without the process being finalized (they need to be certain of the characteristics of the transistors from the process before they can finalize the layout).
