I remember seeing a poll that showed a huge swing in public perception in malaysia wrt the US. In a very short period of time, under Mr. Bush's stewardship (part I), Malaysia swung from viewing us favorably, to some fairly massive unfavorable numbers. I really don't think this perception of the US is going to be as hard to undo as people think. It happened fast, and it can unhappen fast, imo.

I would be willing to place a small bet on world opinion changing as soon as the administration changes from rep to dem. I think the world will immediately hope that things change here. If they don't change that window of optimism will close, of course- but if we have a real change here, the world will perceive us as more benign. We are a country with its own interests, and we'll never be completely benign- that's just reality. But with better leaders, more nuanced leaders, more educated leaders (wrt international issues and perceptions), we will, I am sure, regain some of our previous status. Our status, in terms of US benignity, seems to float quite a bit decade to decade anyway. We're obviously in a down market- benignity wise.
